If you are thinking of get a frame to hang on a wall then you will be best served purchasing a battery powered digital photo frame, otherwise you will have to disguise the dangling power wire which isn't practical and looks ugly if just left to hang.
A point to note here is that most digital photo frames that are battery powered only has battery life of a couple of hours before you'll need to recharge, which isn't particularly practical but with technology moving so rapidly, that will surely soon change.
Also, be aware that if buying digital photo frames online most manufacturers give measurements from the diagonal of the screen, as with TV's, but some take the measurement from the very corner of the frame as opposed to the actual screen.
Digital photo frames are coming down in price too, but generally speaking you get what you pay for. Higher resolution screens really do make a comparative difference and the more expensive frames generally look sleeker and have a superior build quality.
